Bank server bought on ebay

Did anyone see on the news last night. A bloke bought a used server on ebay. Turned out it was from a bank and had tons of info on it.
I didn't quite get the gist of the story but a private handling disposal firm are getting the blame.
I would have thought the banks IT guys should have at the very minimum over written the disks a few times or maybe even physically destroyed the disks.
I blame the bank not the handling firm.
